Open days in DU are more about ease than information

Image
Delhi University ( DU) open days seem to have become more about convenience for freshers. Students wait for colleges near their homes to convene open days so they don’t have to travel much to reach far- off colleges for gathering information about the courses of their choice.

That explains the huge student turnout on the fourth day of the Open Day session at Shyam Lal College in Shahdara. More than 1,400 students from various cities in Uttar Pradesh — including Hapur, Loni and Meerut — thronged the college on Wednesday.

Simy Sahay, a resident of Ghaziabad, had come to Shyam Lal College with her father. She had a query regarding the criteria for admission and chose to attend the open day there because it was “ near my house”. Many others like her are waiting for open days in colleges near their residences. “ As I stay in South Delhi, I will try and attend the Open Day programme at Acharya Narendra Dev College or in the South Campus. It is easy to attend open day near your home. I am interested in pursuing BA ( English) Honours from a good college in South Campus or North Campus,” said Shrishti Balodia, a fresher.

This admission season, the most common questions that have come the college counsellors’ way pertain to mathematics and English ( Hons) courses.

That’s because from this year, DU will admit students in English ( Hons) only after they clear the Common Aptitude Test for English ( CATE).
Almost 15 colleges have given their nod to make the CATE mandatory for those who seek admission to English ( Hons).
“ Parents had a lot of queries regarding the colleges that will not conduct CATE and admit students on the basis of Class XII marks,” Gurpreet Singh Tuteja, DU’s deputy dean said.
Along with English ( Hons), maths ( Hons) tops the FAQ list this time around. The reason: the university has clubbed two courses i. e. BA ( Hons) and BSc ( Hons) Maths.
“ BA ( Hons) and BSc ( Hons) Maths have been clubbed and will be called BSc ( Hons), but the eligibility criteria remains the same. This technicality has confused many students,” Tuteja added.
All open days centres have 15 counsellors to tackle a volley of questions, from cutoffs to best colleges. There are three to four sessions for the students with a 45- minute presentation.
Students who had opted for Central Board of Secondary Education ( CBSE)’ s vocational course in Class XII, financial market management, are especially foxed. The course includes subjects such as accounting for business, introduction to financial market and business processed outsourcing.
The CBSE had said students can opt for these subjects along with two others to be eligible for admission in DU, but the university said it would consider only one of these subjects for admission. I HAD three vocational subjects in Class XII. Now I got to know that I will not be eligible for admission. What should I do? My school said I would get admission in DU with these subjects,” said a student who passed out from Mother Teresa Public School.
It’s not just students who are making a beeline for open days.
Anxious parents are also accompanying students to various centres. “ The number of parents tagging along with their children for counselling sessions has gone up from previous years. Some are, in fact, more nervous than the students about what course and college their children should take up,” said Tuteja.

MUMSU, others cry injustice

Imphal, May 29: Pointing out that MUSU elections are held under election committees constituted by MUSU itself and not under Dean of Students' Welfare, the Manipur University Muslim Students' Union (MUMSU) decried the accusations made against Prof Islamuddin.

The brutal murder of Prof Islamuddin within MU campus in front of students smacked of an assumption that Islamuddin belonged to a minority community and that no one would dare fight for him.

Such murder aimed at sowing seeds of animosity among different communities was unacceptable to MUMSU, it conveyed.

Observing that the posts of Dean of Students' Welfare and Proctor were allotted to Prof Islamuddin by the MU authority, the MUMSU accused the Vice-Chancellor and the Registrar of making Prof Islamuddin their scapegoat.

Demanding resignation of the VC and the Registrar on moral ground for their conspicuous inaction, it appealed to all concerned to penalise the two top officials for their irresponsibility.

Observing that many MU officials below the rank of Prof Islamuddin were given security escorts, MUMSU questioned as to why no arrangement for providing security escorts to Prof Islamuddin was made even as it was clear that Prof Islamuddin was under threat.

In the same vein, the DM Colleges Muslim Students' Union asserted that the murder of Prof Islamuddin was a direct threat to the Muslim community.

Questioning whether killing people can bring about a revolution, the union asked the perpetrators to kill all minority Muslim students, if they (perpetrators) think so.

"If we are a nuisance to the Manipuri society, it would have been much better to drive off all Muslims from Manipur when their number was little", the student body lamented.

If the killers are not booked soon, the DM Colleges Muslim Students' Union would join in all the movements that may be launched to bring justice against the murder.

Asking if such remorseless killing for some mistakes or error should be accepted as a culture of the Manipuri society, it remarked that the murder of Prof Islamuddin was an act of victimising a soft target while sparing the real targets.

Under such circumstances, the minority Muslims are literally caught between the devil and the sea, it decried.

It would be a blunder to heap charges against a dead man as if no dead man speaks.

The student body also questioned as to why the Vice-Chancellor and the Registrar remained silent when Prof Islamuddin committed follies and fraudulence, if there was any.

Saying that all armed groups should estimate the gravity of implications that would leave on the future generations by the prevailing gun culture, it wondered what would be the situation like when every citizen take up arms to protect their lives.

The cold blooded murder of Prof Islamuddin without giving a chance to correct himself even if he had committed some mistakes had denied Islamuddin any opportunity to contribute something positive to the society in his future life.

Sensing some conspiracy behind the murder, the student body appealed to all concerned not to indulge in such mean-minded activities in future.

Meanwhile, the All Manipur Government Aided College Teachers' Association (AMGACTA) while condemning the murder, appealed to all concerned not to repeat such acts in future.

ASER comes out with report on education

IMPHAL, May 29 : The Annual Status of Education Report (ASER) 2008 was launched today by the ASER team in Manipur to know if the children are in the schools and learning. It appealed to individuals, organizations, institutions and businesses to join this national effort to create this year’s Annual Status of Education Report (ASER).

The ASER is a unique large scale effort undertaken by citizens of India to understand and to help in improving the status of elementary education in the country. ASER is an annual effort and it will go on until December 2010 the deadline for achieving quality universal elementary education as declared by the government of India.

ASER Manipur 2008 is conducted by the people of Manipur with the help of ASER centre (Assessment Survey Evaluation Research), New Delhi, which is facilitated by PRATHAM. Dedicated volunteers (NGOs, institutes or individuals) carried out the survey in their respective districts last year and all nine districts of the state in 223 villages, 5,232 households and 11,046 (age 3-16 years) children in the state have been covered.

Some of the key findings in ASER 2008 are with 40.3 percent of 3-4 age children, pre-school enrollment in the state is very low. Proper attention should be given to ensure none of the child in that age group are being neglected from the educational privilege. And around 63.7 percent of children (6-14 age) more than half of the children in the state are enrolled in private school, while 2.6 percent of children (age 6-14) are out of school in Manipur. In India as a whole the drop out rate is 4.3 percent for age group 6-14.

Talking to media persons in this regard ASER Research associate Mohit Anand maintained that India has almost 200 million children (age group 6 to 14) living in over 1 million habitats. One of India’s major goals in this decade is to ensure that all thses children are enrolled in school, attending regularly and learning. The government of India has launched Sarva Shiksha Abhiyan - a massive nation wide program to ensure that this happens by 2010. And to support this ambitious plan, since 2004, every Indian citizen pays three percent educational cess towards the universalisation of elementary education in the country.

He further noted that ASER is the largest and uniquely participative household survey on elementary education in India ever done by people outside the government. It is facilitated by Pratham and is executed by local groups in each district. ASER is funded by contributions from institutions and individuals. In 2007 ASER reached over 720,000 children in 16,000 villages in 567 rural districts in India. More than 20,000 volunteers from NGOs, colleges and universities, youth and women groups participated in this effort. Since 2005 each year the entire ASER effort from start to finish takes only 100 days.

As citizens of India every year it is important that we “take stock” and assess how far we have come and how far we still have to go in order to reach the 2010 goals. ASER is the nation-wide effort by citizens to take stock of the situation and plan ahead he said.

Over the last three years ASER has created major national policy impact by bringing the issue of basic learning in the centre of discussions on elementary education. ASER has become an important policy input at the national level. It is referred to in the Planning Commission’s Approach Paper to the 11th Five Year Plan 2007-12. ASER 2006 report was also presented to the Prime Minister.

DESAM threatens 120-hr bandh over student arrests

IMPHAL, May 29 : The Democratic Students’ Alliance Manipur (DESAM) has cautioned the state government that if the students arrested by the state police with regard to recent assassination of Md Islamuddin, the proctor of Manipur University, are not released by the 31st of this month the apex body will hold a 120 hours state-wide bandh and further organize mass agitations and also impose emergency in the state.

Talking to media persons, the secretary general of the students’ organization Yumnam Ratankumar maintained that the state government should immediately release the students as the said students were not involved in the murder case of Md Islamuddin since the real culprits were the underground outfit KYKL.

He also mentioned that the recent killing of Md Islamuddin is the responsibility of Manipur University authority as it is the responsibility of the authority to end the crisis which occurred in the Manipur University recently. Everyone thinks this is the main reason why the professor was killed by the underground outfit. So, now the Manipur University authority and state government’s silence and arrest and harassment of the students is really very shameful.

The students organization has appealed to the state government to release the students without any condition. To move their agitation forward the apex body is also organizing some sit-in protests at Imphal west, Imphal east, Bishnupur district and Thoubal district from tomorrow.

If the state government fails to act on the demand of the students organization within the deadline the organization is prepared to start various forms of agitations including a 120 hour state-wide bandh and the whole responsibility would be on the state government and Manipur University. However, the said bandh would be relaxed for students as a part of its objective to bring quality education in the state, said the secretary general.

MUSU poohs-poohs KYKL's claim

Imphal, May 28 : Dismissing the proscribed KYKL's allegations against the slain Prof Md Islamudin of Manipur University as fictitious, the Manipur University Students' Union (MUSU) has questioned the sincerity and commitment of the banned outfit in the eradication of ills afflicting education system in the State.

Categorically asserting that MUSU cannot accept accusations levelled posthumously against the former Dean of Students' Welfare, a MUSU statement issued jointly by seven of its Councillors rejected KYKL's contention against Md Islamudin as unfounded with the intention of maligning the image of the victimised Professor.

Reacting strongly against the slaying of the Professor on May 25 inside the MU campus, the Councillors clarified that conduct of MUSU elections is the prerogative of the election committees constituted from time to time and not under the former Dean.

Expressing that even the general public are well aware of events that preceded this year's MUSU election and blaming MUSU office bearers is unjustified, the councillors also opined that KYKL should have pondered the consequences of killing someone who had been assisting the younger generation in not only in their pursuit of academic excellence but in moulding them into productive citizens.

The MUSU statement also castigated the KYKL organisation for resorting to killing the Professor as their (KYKL's) attempts to implant individuals of their choice in the varsity as Councillors failed.

Referring to KYKL's assertion that MU has been converted to an institution wherein certain teaching faculties and students have been calling the shots, MUSU speculated such assumptions might have been compelled due to opposition against certain individuals who held MUSU to ransom on the basis of fake certificates.

While doubting authenticity of KYKL's accusation that groups of individuals have been indulging in activities not related to academic interest such as appointment and promotion of teaching faculties, issuance of contract works, supply assignments etc., MUSU charged the armed outfit of double-speak.

In case KYKL is committed in uplifting standard of education through weeding out corrupt and nefarious elements, why no specific action had been initiated against former MUSU president Ashirjit Luwang (Boicha) who had a dubious academic record (fake certificate) and another former president Kh Ashokumar who indulged in contract works during his presidentship, the seven Councillors countered.

Alleging that one Associate Prof (Manipuri Department) Rajen Toijamba tampered marks of four students to help them in pursuing PhD studies at the varsity, the MUSU questioned inaction against such an individual by the KYKL.

Without specifying the MUSU statement further contended that an armed group had committed fraud by swindling lakhs of rupees meant for development of Wi-Fi infrastructure in the varsity in addition to ridiculing inaction of the KYKL inspite of the knowledge that Kh Ashokumar during his 2005-06 presidentship was involved in manipulating existing norms for the appointment of staff in various departments of the varsity.

MUSU also desired that MU authorities expedite relevant processes that merit actions based on the accusations of the KYKL organisation so as to resolve the issue and restore academic tranquillity.

Manipur professor shot dead on campus

Imphal, May 26 : A professor of Manipur University was shot dead by three unidentified assailants on the campus around noon today.
Md Islamuddin, 53, a professor of economics and the proctor of the university, was heading for the library when the attack came. A bullet entered the left side of his stomach and exited from the right. He was declared brought dead by doctors at the Regional Institute of Medical Sciences here.
The Pangal Students Organisation has called a 24-hour Manipur bandh from midnight and announced the closure of the administrative block of the university with immediate effect in protest against the killing.
No one saw the professor being attacked but some students saw three youths speeding away from the scene on two-wheelers at 12.15pm. There were no armed guards on the campus at the time, though armed policemen were manning the main entrance of the university as usual.
The president of MU Teachers’ Association, Maibam Ranjit Singh, who took the professor to the hospital in a car, said: “I was in my office. A student rushed in and said Islamuddin was hurt. We rushed out and found him lying in a pool of blood.”
The scene of crime was said to be very close to the library building.
Prof. Amar Yumnam of the economics department said Islamuddin was in his room shortly before the attack and was shot after he walked out. “I heard the gunshots, but did not take it seriously as we are used to hearing such sounds from the Assam Rifles firing range which is located very close to the university.”
“What was his fault? Why did they kill him?” the professor’s widow Farana Bibi wept as an ambulance carried away his body from the casualty ward of RIMS to the mortuary.
Sources on campus said the attack could be linked to the controversial election of the MU Students Union, which was held last month. A section of students had alleged irregularities in the poll process.
After the election row, Islamuddin, who was popular among teachers and students, resigned from the post of dean of students’ welfare but continued to be the proctor, in-charge of maintenance of peace on the campus.
No group has claimed responsibility for the attack yet.
After the incident, police cordoned off the university and conducted raids. They carried out verification of all those present on campus, but there was no report of any arrests. Investigations are on.
Chief minister Okram Ibobi Singh, education minister L. Jayentakumar, a host of ministers, legislators and senior officials of the university, including vice-chancellor C. Amuba, went to the hospital.
“This is the most cowardly act of killing a teacher on campus. We will not spare anyone involved in it,” Ibobi Singh said. Such incidents will not deter the people of Manipur from their efforts to make the state a peaceful place to live in, he stated in a release.
The cabinet condemned the killing.
The second semester MA, MSc and MCom examinations were in progress at the university when the professor was attacked. However, the exams continued uninterrupted.
The MU Teachers Association has convened a general body meeting tomorrow.
Condemning the attack, a former president of the MU Students Union, Ksh. Narayan, said Islamuddin’s death was a loss not only for the university but also for the state. “This should not be repeated,” he said.
This is the second time officials of the university have been targeted. In December 2004, the Kanglei Yawol Kanna Lup had abducted the then vice-chancellor, Ng. Bijoy Singh, who is now a Manipur Peoples Party legislator, and the then registrar, R.K. Ranjan Singh, on charges of corruption. They had shot Bijoy Singh in the legs.

Varsity teachers to hit streets over pay

Guwahati, May 25 : Teachers of Gauhati University will launch a joint agitation with their counterparts from Dibrugarh University and Assam Agriculture University to mount pressure on Dispur to implement the revised pay package recommended by the human resource development ministry for the faculty.
The Gauhati University Teachers’ Association has started correspondence with teachers of Dibrugarh University and AAU and decided to constitute a joint action committee to launch a statewide agitation to pressurise the Assam government to concede to their demand.
A formal resolution was taken during the general body meeting of the teachers’ association last week. The general secretary of the association, Jogen Chandra Kalita, told The Telegraph that teachers of Dibrugarh University and the AAU have responded positively and the joint action committee would be constituted in the next couple of days.
He said the joint action committee would chalk out agitation programmes for all the three universities that could include boycotting examinations. Reiterating that the teachers of the three state-run universities deserve the attractive pay package announced by the UGC and the HRD ministry in 2007, Kalita said the existing pay does not attract the younger generation which have put in years of exhaustive studies and achieved many degrees.
He said it was a matter of serious concern that most of the current generation of brilliant youths does not opt for teaching as a profession because of the poor pay.
The existing basic pay of a lecturer of the state-run university is Rs 8,000, Rs 12,000 for a reader and Rs 16,000 for a professor. Kalita pointed out that in case the government implemented the new pay scale, the basic salary would be Rs 16,000 for a lecturer, Rs 37,000 for a reader and Rs 39,000 for a professor.
Under pressure from the faculty, the vice-chancellor of Gauhati University, Okhil Kumar Medhi, has sent the necessary papers and reports to Dispur to implement the new pay package.
The VC’s office had earlier maintained that since the new pay scale is basically for central universities, the authority cannot put pressure on the government to implement the same for GU teachers.
An official in the education department said the government is not in a position to implement the pay scale at this moment. He said the budgetary allocation for state university has been increased for overall development.

Student strike over job quota

Imphal, May 19 : The All Tribal Students’ Union, Manipur, called a dawn-to-dusk strike today in the five hill districts of the state demanding job quotas for tribal candidates in educational institutions putting a spanner in the government’s plan to start the first session of a newly established medical institute.
The union has warned of a protractedagitation if the government did now bow to its demand for 10 posts for tribal candidates in the new institute.
The Ibobi Singh government upgraded the state-owned Jawaharlal Nehru Hospital at Porompat in Imphal East to a medical institute. The new institute is named Jawaharlal Nehru Institute of Medical Sciences.
The state medical department plans to open the first session for the MBBS course with 100 students from August this year. The state government is waiting for a visit by a team from the Medical Council of India to get the final nod to start the session. The team will give the go-ahead after examining the infrastructure and staff position in the institute.
The health department has appointed 10 professors, 13 associate professors, 23 assistant professors and 33 senior resident teachers for 17 departments.
The students’ union had demanded that at least 10 posts of the teachers be reserved for the tribal candidates before the appointments were made. However, of the teachers appointed, only five are tribal candidates.
Today’s strike marked the beginning of a series of agitation by the students’ body.
“We had asked the director of the institute, A.D. Singh, to reserve at least 10 posts for tribal candidates. But our repeated requests fell on deaf ears,” the president of the student body, Thomas Taishya, said.
The general strike affected normal life in all the headquarters of the hill districts with shops and business establishments remaining closed. However, educational institutions were exempted from the purview of the strike.
Inter-state and inter-district bus and other commercial services were suspended. There was no report of any violence.
A leader of the student union said the union would intensify the agitation if the government remained indifferent to the demand.
Ibobi Singh government, however, is in no mood to succumb to the demands. “We need to appoint experts and experienced teachers. We appointed tribal candidates wherever possible. As it concerns with human lives we have to recruit the fittest,” health minister Pheiroijam Parijat Singh said.
The minister said the team from the council would be here very soon to give the final nod for opening the session from this year.

KSO once again reacts to UNLF's statement

Imphal, May 15 : The Kuki Students' Organisation (KSO), Churachandpur district has once again reacted to the statement of the United National Liberation Front (UNLF), Manipur.

A press release entitled "KSO's rebuttal" issued today by its president Paokai Haokip and general secretary Seiboi Haokip stated that apropos the statement of the UNLF vis--vis the KSO ( CCpur) in some daily English newspapers today, the student body would like to make, and clarify a few points.

It stated KSO (Churachandpur) is a student's organization, not to be dragged into the conflict zone between the security forces and the UGs.

Indeed, it's preposterous to question the allegiance of the student body by asking and doubting its involvement in anti-social activities.

The student body neither supports nor opposes any UG group; but would never remain a mute spectator whenever and wherever excesses is committed by any group or force (s), the press release asserted.

Whenever discrimination and injustice are diabolically and systematically meted out to the Kuki people and the students in particular, the KSO would stand up to UNLF's statement boldly and oppose it tooth and nail, the press release further contended.

"Unlike the previous press statements of other UG groups, the UNLF has been distancing itself from the Kuki people as it has always interfered in the issues concerning the Kukis alone; and self-proclaimed to be so concerned about the well-being of the Kuki people.

Despite shedding crocodile's tears, the Kukis are much aware of the sinister designs and mischievous deeds of the outfit by "raping scores of Hmar women in Parbung", "mass kidnapping of innocent Kuki civilians to Myanmar"(which led to mass protest rally by Kuki students in Delhi) and "planting of landmines in the vicinity of Kuki villages", which have resulted in loss of lives and property to a great extent!".

"Regarding the unsubstantiated, alleged link between the SFs and Kuki UG groups, the KSO disputes and questions the nexus between the UNLF and the military junta of Myanmar, which has been repressing and depriving the democratic rights of the Kuki people in the Kabaw valley," president Paokai and general secretary Seiboi Haokip pointed out.

The two Kuki student leaders further said, "No wonder, that it's the UNLF who 'bribed and bought' the financially-starved Burmese Junta, thereby attacking Kuki civilians in Indo-Burma border areas a number of times".

They said ,"There would be no further press statement from the KSO (CCPur) vis--vis the arrest of Kh.

Megha by troops of AR which was followed by a hate-filled communal propaganda from the UNLF unlike the objective and yet, laudable statement of the RPF".

Do not communalise issues : KSO

Imphal, May 12 : THE KUKI Students' Organisation (KSO), Churachandpur district has taken strong exception to the statement of the United National Liberation Front (UNLF) in which the UNLF had said that some persons of the Kuki tribe were colluding with the security forces to eliminate Meitei innocent people.

Reacting to the statement, President of KSO, CCpur Paokai Haokip and General Secretary , Seiboi Haokip today stated in a press release titled "UNLF's Uncensored Remarks" that "as in other parts of the world's conflict- zone, in Manipur too, the game played by the state and non-state actors have seriously impaired the natural growth of the state nearing its sudden demise".

The press release said, "Therefore, it is the bounden duty of all right-thinking citizens and the insurgent groups to stand up for a peaceful negotiated settlement of the problems that besieged the state".

"The KSO (CCpur) express its disapproval and resentment at the provocative and rhetorical remarks spread by the outfit UNLF, in the wake of the reported arrest of one Kh Megha by the Assam Rifles at Moreh".

It further stated, "Unlike the appreciable press statement of the RPF, the contemptuous and hate-filled raw propaganda of the UNLF once again reveals their true nature.

It is really disgusting and cynical to read the statement containing unwanted terms such as 'wicked Kukis, Kuki Scoundrels, to murder Meiteis, to drive off Meiteis, etc.' just to whip up passions and thus sharpen communal polarization".

The press release affirmed that "KSO is of the view that there should be no communalising or branding of the issue.

What is required is an impartial enquiry.

Given the past records of the UNLF, the KSO express again and again its denouncement and shock over the mass rape of Hmar women at Parbung area followed by the mass exodus to Mizoram, the mass kidnapping of civilians to Myanmar which led to the sufferings of the Kuki students in Delhi, the failed attempts to control and create communal tension at Moreh, the hardships and threats given upon the people of Heirok in the valley and of late the diktats intimidated to the MU authorities and students regarding MUSU's election imbroglio".

"The KSO calls upon the people to weed out those pseudo-nationalists, who self proclaim to fight for the people and the land," the press release added.

MUSU belittles allegations

Imphal, May 1 : dismissing as pretentious and flimsy, allegations from certain section that the election process of Manipur University Students' Union (MUSU) was improper, MUSU in a statement issued today asserted that all the 22 successful candidates had complied with the prescribed norms as per MUSU constitution.

Highlighting that intervention of the varsity's A-Block in the MUSU election is uncalled for as the sole authority for the election including issuance of certificate rests with the election committee, the MUSU statement further observed some that A-Block officials might have been pressurised to raise objection.

some student bodies claiming election of new MUSU office bearers was in violation of relevant poll process seems to be a sign of frustration and out of desperation, the MUSU statement issued by one Thangal Yumnamcha, Research Councillor opined and posed in case there is any authenticity in the poll code violation claim the same should have been put forth before the scrunity deadline lapsed as there was ample time in between constitution of the election Committee and the scrutiny held on april 20 .

Pointing out that access to the students' home is the right of every MUSU functionary, Thangal insisted that any illegal attempt to bar entry would entail necessary legal action.

MUSU presidential candidate claiming the post without any contest had also taken place in the 1998-99 election, he reminded and reaffirmed that as the 22 successful candidates adhered to prescribed norms there should be no qualm from those who had not conformed to the MUSU constitution and fell short of the documental requirement regulation.

Moreover, the fact that no enquiry panel was constituted in connection with the 1998-99 election inspite of objection by the rival candidate and subsequent controversy, is a testimony that A-Block and MUSU election are separate entities.

As the new MUSU office bearers are determined to concentrate on the development aspect and preserve the varsity's sanctity the visiting Chancellor Prof PN Srivastava has been provided all the information with regard to state of Manipur University, the Research Councillor added.
