No commandos for us, says CDSU

Churachandpur, June 20 : Decrying the Cabinet decision to deploy commandos in the four hill districts including Churachandpur, Churachandpur District Stuents' Union today raised their objection against the decision and urged Chief Minister O Ibobi Singh to consider other priorities other than militarization.

In a memorandum to the Chief Minister the student body today said that the district remains comparatively peaceful ever since the signing of SoO with the armed groups based in the district.

Not only was the volatile inter-tribal tension under control, the law and order situation has also improved ever since, it claimed.

"Such hard-earned peace and tranquility will be shattered by the presence of more IRB and Manipur police commandos in the district since they have already lost public faith and have dubious records in valley areas of the State," it added.

Further alleging that rationality and reasoning have lost its meaning wherever commandos are deployed, the union recalled the unfortunate incident in the district where agitated students, when provoked by the police commandos attacked and burnt the police station.

To supplement their claim paper clippings of the two most dominant newspapers in the State were referred to.

Clips of The Sangai Express and Imphal Free Press were appended for references on the memo.

These clippings were to validate that fake encounters, extra-judicial killings, unnecessary harassments of innocent citizens, rampant abuses of the dignity and rights of the citizens and unwarranted arrest had already been the hallmark of the police commandos, said a source.

Giving a professional blow on the cabinet decision bit-by-bit, the union argues that deployment of more IRB and Manipur Police Commandos in the district will instead result in more human rights violations and the contravention of the rule of law.

"To put it in simple terms, don't stained the unstained parts of the State with State sponsored trigger-happy IRB and Police Commandos," said a student leader when asked for his comment on the memo.

Militarization and use of forces are never an answer to the socio-economic, developmental and democratic deficit conditions prevailing in the hill areas of Manipur.

The Government's failure to activate administrative services at the sub-divisional headquarters and defunct police outposts at Parbung, Singngat, Henglep and Thanlon sub divisional headquarters since 1997 due to the lack of infrastructure clearly shows what could have been the priority of the Government in other areas other than militarization, stated the union.

In view of all the facts it has affirmed, the CDSU today appealed on the Chief Minister to review the Cabinet decision, and threatened that the student community in the entire hill district shall resort to any appropriate actions necessary if the Government fails to do so.

Meanwhile, many 1st IRB personnel have express their reservation on the verbal instruction they receive from the officers to open their bank account, as was required by the government, only at UBI main branch in Imphal.

The instruction we receive were not in a written form, unlike the earlier instructions to do so in any nationalized banks with core banking facilities, but an instruction we can not avoid, said a band of the personnel today but appeal for concealing their identities.

If we are to be given only one option, why not in Churachandpur where we are located, instead of Imphal.

The entire exercise will only bestow us an entirely new dilemma.

It will be better to follow the old pattern, and if that is not possible authorities should reflect on our woes and consider any of the two banks located here, they said.

CDSU announces stiff opposition to deployment move

Churachandpur, June 20 : The recent Cabinet decision on deployment of police commandos at Churachandpur in particular, and also in all other hill districts of the state, is likely to invite vociferous protests in the state.

As elsewhere in the state, the Churachandpur District Students’ Union, CDSU, are preparing to fight the move tooth and nail as the new move is not expected to solve the present socio-economic problems confronting the district.

In a memorandum submitted to the chief minister, who also holds the home portfolio, today, the CDSU said Churachandpur remains comparatively peaceful since the government signed the Suspension of Operation, SoS, with various Churachandpur based armed groups.

Stating that the IRB and police commandos, who have already lost credibility for their dubious record in the valley areas, will simply shatter the hard earned peace and tranquility, it said the intra-tribal tensions remained controlled and in certain areas even unlawful activities remains under control effectively due to the presence of the Army.

Informing the chief minister of an recent incident, it said recently agitated students attacked and burnt down the Churachandpur police station when provoked by the police commandos.

"Today fake encounters, extra-judicial killings, unnecessary harassment of innocent citizens, rampant abuse of the dignity and rights of the citizens, and making of unwarranted arrests have become the hallmark of the police," it said.

Citing reports from the Imphal Free Press and The Sangai Express of some fake encounters, the CDSU said “rationality and reasoning have lost its meaning and are replaced by brute force and guns in any place the police commandos are deployed.”

While stating that the deployment of IRB and the Manipur police commandos would result in more human rights violations and the rule of law, it said militarisation and use of such forces could never be a solution to the socio-economic, development and the democratic problems prevailing in the hill areas of Manipur.

It urged the government to give more priority to restoration of civil administration at all the sub-divisional headquarters, and defunct police outposts at Parbung, Singngat, Henglep and Thanlon which was happening since 1997-1998 in spite of such militarisation.

NSF ultimatum to CM over NPSC fiasco

School and college students led by Naga Students’ Federation president Mutsikhoyo Yhobu (in black jacket) and general secretary O Wati Jamir (extreme right), during today’s silent procession in Kohima, Wednesday, June 10.

Kohima | June 11 : Following the failure on the part of the government to fulfill the demands of the Naga Students’ Federation (NSF) with regard to the latest scandal in the Nagaland Public Service Commission, the NSF today submitted an ultimatum to L Kire, Commissioner & Secretary to Chief Minister, at the official residence of the CM this morning. The ultimatum has yet to receive any response from the CM’s secretariat as the chief minister is out of station.
The ultimatum was appended by NSF president Mutsikhoyo Yhobu and general secretary O. Wati Jamir. The students on May 25 submitted an  ultimatum serving 10 days to the government to initiate prompt action against NPSC officials involved in tampering NPSC answer-scripts. However, no action from the government has been forthcoming even after the lapse of the period given. The federation said that the official response from the Chief Secretary on June 3 was an ‘eyewash’ only and vague which doesn’t fulfill the demands of the federation in any manner.
Today’s ultimatum said the nature of the recent NPSC scam requires speedy investigation and disposal. The federation expressed utter dismay and discouragement to see that the investigation appears to have been ‘stuck somewhere’ without any progress. The NSF officials did not rule out compromises being made in the scam given that high-ranking government officials and some sons and daughters of influential public leaders at the helm of affairs, are also involved.
‘Unless an independent judicial inquiry commission is constituted to look into the matter, the tempo of the inquiry will remain static and nothing can come out of the present initiative,’ the NSF observed. The Naga Students’ Federation further demanded total revamp of the NPSC to ensure transparency and accountability in the entire management of the commission. Terming the NPSC institution to be at its lowest ebb and that it needs to wake up from the corruption and manipulation, the NSF said public confidence has to be regained.
‘NPSC products might develop stigma and would not command respect from the general public which will indeed could hamper the overall functioning of the government in all aspects in return,’ the NSF observed.
The federation has reiterated its demand for thorough investigation into the whole murky dealings in the NPSC scandal and exemplary punishment for the culprits. The NSF further demanded setting up an independent judicial inquiry committee to probe the scandal.
Also, invoking the conscience of the parents of those who are involved in the scams, the NSF challenged them to own moral responsibility for the actions of their sons and daughters. The federation also challenged the public leaders who are at the helms of affairs to relinquish their government assignments and positions to ensure dispensation of justice.
The NSF said ‘enough time has been given to the government.’ The federation warned that failure to fulfill the charter of demands within the stipulated period would force the students to resort to agitations and that it would never be held responsible for any eventuality.
Earlier, the NSF president Mutsikhoyo Yhobu addressed students and volunteers in front of NSF office. He said the NPSC has become one of the dirtiest and most corrupted of institution in the state. Calling upon the youngster to be strict vigilant in all their further pursuits, Yhobu assured them that the Federation would leave no stone unturned in the quest for justice. The silent rally which started at 9:00 AM at the NSF office was attended by an approximate number of 5,000 students’ from different colleges and schools. They marched to the CM’s official residence.
Govt.’s NO to judicial probe
Dimapur, June 10 (MExN): The state government today declined the Naga Students’ Federation’s demand for an independent judicial investigation into embattled Nagaland Public Service Commission. Nonetheless, if later on the police’s investigation “is not able to establish the facts” an independent judicial probe can be considered.  The government today responded to the number of demands made by the NSF to ‘cleansing’ the tainted commission. An official letter addressed to the NSF’s president from Temjen Toy, Commissioner & Secretary to the Government of Nagaland was receive here today.
The government declined instating an independent judicial committee to probe into the case of tampering or manipulation of answer scripts in the NCS, NPS & Allied Services Examinations, 2008, and the Lecturers’ Recruitment Examinations, 2008. It will not be ‘conducive’ at this juncture as investigations into the matter in concern have already been initiated by the police, the government said. This was also elaborated in the Chief Secretary’s letter on June 3, 2009, the letter said.
“If a judicial inquiry is set up now it will tantamount to setting aside the investigation already conducted by the police.  If, at a later stage, it is felt that the police investigation is not able to establish the facts of the case, then the issue of a judicial inquiry can be considered” the government said.  Over the issue of terminating from service two NPSC officials found involved  in “the incident”, the letter said, it can be decided only after the final verdict is pronounced by the court or by a departmental inquiry which will be conducted by the commission after the seized documents are released to the commission by the investigating agency.
Any punitive action taken against the two officials without awaiting the conclusion of ‘aforementioned exercises’ will be prejudiced, the letter said. It would tantamount to infringing upon their constitutional rights which will not stand legal scrutiny and so be to their advantage, the government explained.
The government then referred to the demand for revamping Nagaland Public Service Commission. It has been carried out to a “considerable extent” through a number of notifications in February, 2008, according to recommendations of the high power committee, the government said. These notifications are the Nagaland Public Service Commission (Chairman, Members & Staff)   Regulations, 2008 and the Nagaland Public Service Commission (State Civil & Other Services), Recruitment Rules, 2008.
The government has also sanctioned one post each of Programmer and Computer Operator to strengthen the examination section of the Nagaland Public Service Commission.
“It is unfortunate that despite the appeal made by the government in view of the explanation given, the Naga Students’ Federation had resorted to the silent procession on 10th June, 2009” the letter said. The government requested the Naga Students’ Federation to desist from any course of action which may vitiate the atmosphere or create difficulties in the functioning of the Nagaland Public Service Commission. Instead, the government seeks the cooperation of the Naga Students’ Federation in order to speedily and effectively dispose the case at hand, it added.

Schools suffer without water supply

Bangalore : The government school in Cox Town is going through hellish times. Three institutions on the premises -- Tamil and Kannada schools and a degree college started two years ago have a combined student strength of 700. But, the school hasn't been getting water for the past six years. To add insult to injury, the Tamil school

got a water bill for Rs 1.34 lakh and the Kannada school got a water bill for Rs 51,000. Apparently, it's the arrears for non-payment of bills over the past six years.

The Department of Public Instruction (DPI) has to release funds to pay such bills. However, the school's repeated complaints to the department were met with stock responses. "Every year, we write to the DPI asking it to pay the bills. But the common refrain is: no funds," said a school official. The DPI sends officials to inspect the school every year. Somehow, they overlook this problem every time.

The Tamil and Kannada schools are co-ed institutions. Students and teachers have been bringing water from home. During the six hours they spend in school, most schoolchildren hardly go to the toilet. "We go behind the bathrooms," said a boy, because the bathrooms are not functional, except one for the staff and another for students. The girls said they try not to answer nature's call, unless it's absolutely necessary. Most students are pre-teens or teens and relieving themselves anywhere would only invite leering stares and deeply embarrassing.

A few years ago, former MLA Nirmal Surana built 10 toilets at the school. Now, they are dilapidated with no water or users. Teachers too are in a fix as they have to lock the bathroom and use it only when necessary.

The only saving grace is a borewell outside. An overhead water tank donated by former MP H T Sangliana three years ago is used to store water. The children use this water through the day, albeit sparingly.

Suprisingly, when TOI spoke with commissioner of public instruction G Kumar Naik, he didn't about the problem. He said: "I'll check with the deputy director of public instruction concerned. If it's a fact, I'll take it up, both with the DPPI and BWSSB."

BWSSBSPEAK

Even the Vidhana Soudha is supplied water only on payment. The rule is uniform for all non-commercial buildings as the KPTCL supplies us with power at a commercial rate. There is no scope under existing laws to waive arrears. The only exception is probably genuine water disputes with domestic connections. The executive engineer can waive arrears/ interest on arrears up to Rs 10,000 on a case-by-case basis. For such schools, the education department has to pay.

‘Widen your horizon and look for avenues

Vikheho Swu, former NSF president, felicitates a topper of HSLC 2008-09 during a programme held in their honour in Kohima on Saturday, June 6. (Morung Photo)

Kohima | June 8 : The Naga Students’ Federation on Saturday made a fervent appeal to students to safeguard the Naga culture and identity and not to allow other cultures to invade our rich cultural identity. Exhorting toppers at the felicitation programme for toppers of HSLC 2008-09, former NSF presidents Vikheho Swu and Achumbemo Kikon urged the students to hold themselves with pride and dignity as Nagas wherever they go asserting that it is up to them to safeguard Naga culture and identity.
NSF felicitates HSLC toppers
Swu, who was the main speaker on the occasion, said with the aim to safeguard the identity of the Nagas, the NSF has, since its inception, been enforcing Inner Line Permits (ILP). “We do not want people to define us as another Mongoloid race but as Nagas,” he maintained. Similarly, Kikon also asserted that Nagas are capable but we think we are incapable of competing with people of other cultures as a result of which we lag behind. Both the leaders also explained that simple knowledge of books does not make one educated but the ability to act, behave and decide with wisdom that determines if one is educated and wise.
Meanwhile, Kikon lamented the repeated miserable performance of government schools in the state and opined that the NSF has to do something about these government schools. He also expressed concern that private schools are also increasingly becoming business-oriented rather than focusing on quality education. He further advised the students to widen their horizon and look for avenues rather than petty government jobs, which, he said, are meant only for mediocre people.
Some of the parents of the toppers also shared their views and opinions at the felicitation programme. A brief speech on behalf of the toppers was delivered by topper Vepiluh Chüzho.

Bengal JEE’s Assam find

Guwahati boy Avradeep Bhowmik 6th in entrance exam
Guwahati, June 3 : Till yesterday, Assam boy Avradeep Bhowmik’s only Bengal connection was an uncle in Alipurduar.
Today, most of Bengal learnt his name — he has just secured the sixth position in the West Bengal Joint Entrance Examination.
He used the Alipurduar uncle’s address to appear for the Bengal exam.
The soft-spoken, versatile Avradeep attributed his success in the joint entrance examination to the support of his teachers in Cotton College, family and friends.
For the Bhowmiks, the result of the examination came as the icing on the cake, as Avradeep has also secured the 34th position in the IIT entrance, the results of which was announced last month.
“I want to study electrical engineering as I like the subject,” Avradeep said, taking a break from playing his Hawaiian guitar at his Srinagar residence in Guwahati.
Music and painting are his two passions.
“He even played the guitar at a programme for the All India Radio, Guwahati. But after the HSLC examinations, he had to put his two passions in the back seat to concentrate more on studies,” said mother Dipanwita.
She said Avradeep’s art teacher had suggested he could make it big even if he pursued art. “Whatever he does, he does it passionately,” said Dipanwita.
The wall paintings adorning Bhowmik’s apartment only proves the art teacher’s observation.
“I paint or play the guitar to relax,” Avradeep said.
Like any teenager, computer games are another obsession.
But unlike most, Avradeep does not follow cricket. He prefers tennis.
Avradeep’s father Anjan Kumar, who works with the Reserve Bank of India in Guwahati, thanked all the well-wishers and teachers for their guidance and support.
Indra Kumar Bhattacharyya, principal of Cotton College, said Avradeep’s success in the exam held in the neighbouring state was a proud moment for the institution.
The teenager’s Bengal connection, uncle Santanu Bhowmik, said: “Avradeep has always been the best in the family in studies. We are very proud of him”.
“They have always been in Assam. Avradeep, incidentally, is the third generation in the state,” he added.

Top three in HSLC set themselves even higher goals for future

IMPHAL, Jun 2 : This year`s HSLC examination 2009 topper Waikhom Nydia feels that constant disturbance to the academic atmosphere in the form of holidays, strikes and other similar happenings disrupts the academic calendar and is a big dampener to the spirits of serious students. Nydia is the daughter of W Tombi, a driver by profession, and Radharani, a nurse, staying at the Kakching super market in Thoubal district.

Nydia further said that though Manipur is full of problems in Kakching at least students were able to study without much disturbance.

She also said that because of prevailing conditions in Manipur, she would prefer to study outside the state, although there are good colleges and private institutions in the state. She is aiming to join the engineering course at the IIT.

She also said that she used an inverter throughout her preparations for the exams, and asked the authorities to look into the matter of providing proper electricity in the state.

Nydia said her easier subjects, which were also her favorites, were History and Mathematics and said that she studied at the Padma Ratna English School in Kakching from Nursery till Class X, without changing any schools in between.

Nydia gave credit for her achievement to her father, mother, brother and sisters, and also the teachers and friends who encouraged her in her studies.

Meanwhile, the locals of Kakching were very excited on coming to know that a girl from amongst them had topped the HSLC exam and raised up a big portrait of Nydia at the Kakching bazar.

It may be mentioned that Kakching has traditionally been producing many good students. Some of the products of schools from Kakching are Y Sangita who is now a senior scientist in USA, Lalit who is also now a senior scientist in USA and Kh Jogendro who is at present doing his research at the Texas University in USA.

The second position holder in the High School Leaving Certificate (HSLC) examination 2009, Ningombam Pareeton feels that one needs to be punctual, hard working and sincere to achieve anything in life.

Pareeton Ningombam who hails from Khongman Zone II, is the son of Ningombam Birendra and Ningombam Ongbi Bilasini and studied at the Catholic School, Canchipur. He scored a total of 619 marks with letter marks in Alternative English, English, Mathematics, Science, Social Science and Higher Mathematics.

Pareeton wants to become an Aeronautics Engineer in his life, and gave the whole credit for his success to his family members, teachers and friends who gave him all help and support. Though he was satisfied with the second position in the examination, he has set his eyes on the first position next time around in the Class XII examination, he said.

Being a bright student in his entire schooling years, he always took first or second position in the state and national level competitive examinations held in the state. He was also always placed first or second during his entire academic career. He started from the Paradise Academy studying in the Nursery to Class IV, and later continued his studies at Catholic School. He wants to complete his XIIth standard in Manipur.

Pareeton studies around six hours daily and also enjoys reading novels and journals in his leisure time.

Yensembam Chetan, who is from Langthabal Mantrikhong Awang Leikai, took the third position in the examination and felt that if one believes in God, in his own self and has confidence to achieve goals, then no one could stop him from getting what he wants.

Chetan is the son of Yensembam Iboyaima and Yensembam Ongbi Purnima and studied at the Standard Roberth Higher Secondary School, Canchipur from Nursery to Class X. He scored a total of 613 marks with letter marks in Alternative English, English, Mathematics, Science, Social Science and Higher Mathematics.

Though he is satisfied with his results he felt that he would have got more marks if the examination centre had provided him graph papers in the higher mathematics examination. He was asked to use blank paper in the said subject by the invigilator causing him inconvenience.

But according to Chetan`s father who is a taxi driver with the Airport Taxi Service one has to accept the outcome but at the same time try to do better in future examinations. Though his father did not give much attention to his son due to his own work he felt he had provided all the requirements his son asked for. Chetan`s mother was also always supportive and encouraged him in his studies.

Chetan`s aim in life is to try for the Civil Services. He wants to study in Manipur till Class XII and complete his higher studies outside the state. He also shared all his credit with his family members, teachers, and friends and especially `Sir Joy` who guided him.

As far as his school Standard Robarth School is concerned, he maintained that his school had always been his motivation and whatever he was today was due to his school teachers commitment and support for him.

Chetan is the eldest son of two siblings in the family and loves watching television, listening to music and playing games in his leisure time.

Varsity to train rural youths

TIRUCHI: Having met with considerable success in its experiment of imparting practical training for school dropouts in welding, fitting, machining and electrical works in fabrication industries through an MoU, and placing them in gainful employment, the Periyar Maniammai University (PMU) has now fine-tuned the programme further for better results.

The PMU has signed a memorandum of understanding with the Bharat Heavy Electricals Limited Small Industries’ Association, the Indian Welding Society, and the Confederation of Indian Industry, Tiruchi Zone, to rope in 100 youths from rural parts of the delta districts for the training programme with a monthly stipend of Rs. 2,500. Of them, 34 who completed the programme were absorbed by reputed industries, including Chennai-based ones.

During the selection process, the display of confidence by the trainees was amazing, said G. Pattabhiraman, Managing Director, G.B. Engineering Industries, where a section of the youths underwent the on-the-job training. The confidence stemmed from the combination of the practical exposure in industries and soft-skills training imparted by the university, Mr. Pattabhiraman observed.

Towards making the initiative a total success, the university has chosen only those with the right aptitude this time around. After tight scrutiny, the university has identified 38 candidates for the hands-on training programme. Seventy five more applications are under consideration, Vice-Chancellor N. Ramachandran told The Hindu.

Besides imparting theoretical training, the university equips them with certificates, enhancing prospects for employment as also self-esteem of the youths, thereby diverting their energy towards a productive purpose.

These candidates are also given the option to work in the industries where they undergo training. As far as the industries are concerned, they expect the MoU to generate higher volumes of trained workforce in the years to come since skilled workers after gaining considerable experience seek to migrate to greener pastures in the Middle-East countries.
