Imphal, Nov 24 : The Democratic Students' Alliance of Manipur (DESAM) has alleged that some leaders of the agitating students' bodies–who have put the career of the students in peril in the name of campaigning for the right to life–have taken professional examinations conducted by MU.
A statement issued by the president of DESAM, LC Santosh today said that this shows the mindset of the agitating students who only think for their selfish end without caring for others.
It stated that the careers of other students are equally important like them.
People have to mull over the matter.
He said that the Apunba Lup and the three students' bodies, AMSU, MSF, and KSA have reduced the people's agitation against the Khwairamband incident into an agitation against the people.
He said that the un-thoughtful act of the three students' bodies in protest against the July 23 BT Road incident has rendered the people to turn against the agitation which compels the government to take more advantage of the situation.
The agitation is paving the way for the dawn of a 'depression government' by extending more support to the depressed government.It alleged the agitating bodies of supporting the 'police-raj'.
The acts of the three student bodies and the Apunba Lup are testimony that they are severing the suppression of the already depressed people.
Stating that DESAM has always stood against the violation of rights, fake encounter and atrocities committed by the police and the Army, the statement asserted that it is equally important for all people to stop the rights violations and atrocities.
But it is wrong to reduce the students to scapegoat in the agitation against fake encounters and rights violation.
The ongoing agitation is like terrorists taking students as hostages and killing them for not fulfilling their ransom demands.
It stated that it is justifiable that all sections of the society including the students took part in the agitation.
But turning against the students by denying their studies based on the justification would not bring any solution to the problem.
DESAM has clearly realised the expected outcome over the success and failure of the civil societies' agitation and what impression the government would have on the civil society organisations.
It noted that the failure of the agitation and the civil society organisations is a defeat of the people.
DESAM has taken its decision after realising all the things.
It is easier to start a war and participate in a war than winning the war or bringing an end to it.
In connection with the agitation against the Khwairamband incident, DESAM doesn't remain neither as an observer from outside the boundary of the agitation nor it acts as a judge.
The students' body supported the agitation.
The point with the DESAM is that the strategy or line of approach adopted should be to mobilise the people in order to ensure success with the participation of the whole people.
The agitating parties should now think on how to further the agitation.
They have to seek way in order to engage all sections of the people in the agitation, it stated.
It also derided the agitating parties for presenting themselves as champions through the media, calling bandh through telephones, issuing threats to schools' authorities, fearing the police lathi, fearing to be booked under NSA and serving jail term but who claimed to launch an agitation to secure right to life.
It urged the agitating parties to make it public that the agitation could not bring a solution.
It stated that DESAM is not against the agitation.
But it is standing against the process of turning future of the society into darkness by banning education.
The students' body will go with any organisations or individuals whether they be army, police militants, if they have similar aspiration to make education a free zone, to develop and improve education sector, and usher in quality education.
Stating that India won independence from the British rule after enjoying the benefits of education, the statement asserted that education is a deciding factor of life and death.
It noted that anybody raised without education is morally deprived be they in politics, bureaucratic hierarchy, police or any armed forces organisation.
Unwanted happenings in the society are taking places due to the presence of numerous such kind of people.
The ongoing agitation is termed 'agitational terrorism' as the agitators have resorted to ban class, issuing threats to school authorities, bus and van associations, and burning down schools, the statement justified.
On the usage of the term 'agitational terrorism,' the statement said that the term is an English vocabulary whether it be used by Indian soldiers.
Instead of arguing the usage of the term, the three students' bodies have first to introspect whether their act amounts to terrorism or not.
The frequent statement used by the student bodies like "ready to launch further agitations," "any outcome will be the individuals' responsibility" etc would be reduced to proverbial 'Bausing's left arm,' who fell flat before using his left arm in the boxing ring.
Rule of law would not be in force if the rule of law is violated by the students' bodies.
Further, the statement also urged the three students' bodies to restrain from arguing their points in an ad hominem way.
It stated that DESAM is very much able to pour diatribes on any individual.
IMPHAL, Oct 23: The Democratic Students Alliance of Manipur, DESAM, today informed the media that if the three students organisation, AMSU, MSF and KSA, spearheading the class boycott agitation failed to withdraw their stance by the month of October, 2009, the DESAM would organize a public meeting on November 2 at Bhagyachandra Open Air Theater.
In this regards a press conference was held today at the office of the DESAM, at Keishampat, during which the president of the students` body, revealed that considering the importance of right to education, All Tribal Students` Union Manipur (ATSUM) and DESAM had planned to organize a public meeting on October 21 however due to pressures from senior citizens, parents and guardians, the meeting has been delayed, the DESAM president said.
He said right to education was the ideological foundation of the DESAM and considering this, the DESAM decided to convene the meet and also urged students, parents and guardians to attend the meeting.
The DESAM further said that the resolution taken in the meeting would be converted into action by the students` body and appealed from any individuals against this would not be entertain by DESAM, he said.
It may be recalled ATSUM and DESAM in had planned to organize a public meeting on October 21 however it was postponed and the ATSUM is now set to organize a public meeting in this connection on October 24.
The boycott call by the AMSU, MSF and KSA was on the issue of making the government accountable in the July 23 daylight fake encounter killing of a young ex-militant, Ch Sanjit at Khwairamband.
The students along with the Apunba Lup are demanding the chief minister, Okram Ibobi to vacate office on moral ground.
IMPHAL, May 29 : The Democratic Students’ Alliance Manipur (DESAM) has cautioned the state government that if the students arrested by the state police with regard to recent assassination of Md Islamuddin, the proctor of Manipur University, are not released by the 31st of this month the apex body will hold a 120 hours state-wide bandh and further organize mass agitations and also impose emergency in the state.
Talking to media persons, the secretary general of the students’ organization Yumnam Ratankumar maintained that the state government should immediately release the students as the said students were not involved in the murder case of Md Islamuddin since the real culprits were the underground outfit KYKL.
He also mentioned that the recent killing of Md Islamuddin is the responsibility of Manipur University authority as it is the responsibility of the authority to end the crisis which occurred in the Manipur University recently. Everyone thinks this is the main reason why the professor was killed by the underground outfit. So, now the Manipur University authority and state government’s silence and arrest and harassment of the students is really very shameful.
The students organization has appealed to the state government to release the students without any condition. To move their agitation forward the apex body is also organizing some sit-in protests at Imphal west, Imphal east, Bishnupur district and Thoubal district from tomorrow.
If the state government fails to act on the demand of the students organization within the deadline the organization is prepared to start various forms of agitations including a 120 hour state-wide bandh and the whole responsibility would be on the state government and Manipur University. However, the said bandh would be relaxed for students as a part of its objective to bring quality education in the state, said the secretary general.
Imphal, May 19 : The Democratic Students Alliance Manipur (DESAM) has cautioned the state government that if the ZEO of Zone II is not taken out from his duty till 20th May then the students union will held several kinds of agitation which will be the responsible of ZEO and the state government.
Talking to media person the education secretary of the students union alleged that the ZEO Imphal East Kh. Amuba is not qualified as ZEO since if a ZEO is appoint then he/she should be regular D.I. incharge for atleast 5 years which he do not have that.
DESAM further maintained that the ZEO has violated the RR and regarding clarification which was made by ZEO that he did not utilized any teachers during their normal duty time, the students union said that it is totally wrong since according to an order from Additional Secretary Education, Department of Manipur, Harekrishnna that every teachers who are teaching in the primary or higher secondary education should start their duty from around 9 am till evening.
So, it is obvious that the teachers who doesn`t work in the morning but in the evening are utilized.
Therefore, the students have asked the government to restricted the said ZEO from Imphal East immediately.
In the meantime the ZEO has already gave clarification which said that the government should decide the rules and regulation under its policy. And further said whether he is qualified or not to appoint as ZEO under RR of the state education (S) department is depend on the policy of the government.
And he had been appointed as DI of the education (S) department when the RR allowing a lecturer can become a DI of the department and by an order of the state government Amu said.
And also the need of participation of the administration of the department by the lecturers for bringing quality education in the state.
Imphal, April 30 : Student organisations AMSU and DESAM have alleged that certain individuals who manipulated manipur University Students' union election process to their advantage and to position themselves as MUSU functionaries had been issuing misleading statements through the media.
These individuals posing as the authorities and occupying Students' Home in the varsity should immediately cease making theatrical comments, said a joint statement of AMSU and DESAM while asking the Vice Chancellor, Registrar and authorities concerned of the varsity to do the needful as such a sordid precedent if re-enacted by other students in the future is certain to demean the highest institute of learning in the State.
Contending that the MUSU election needs to be reviewed and revoked and until an arrangement is made no individual or group should indulge in activities that would vitiate the academic atmosphere, the joint statement also stressed that the VC, Registrar and other MU officials consider the issue with all seriousness.
claiming that the poll process has many faults but carried out at the behest of some individuals, AMSU and DESAM said from the issuance of election notification to prohibiting preparation of identity cards, insistence on producing/attaching original certificate at the time of filing nomination only for the circular to be nullified after the lost date of filing nomination papers that provisional certificates could substitute the original document is a testimony of the MUSU election conducted on the sly, elucidated the student bodies.
recounting resignation of Prof RK Hemkumar as the RO on the day of scrutiny, alleged extraction of signature of the Asst Registrar Rashmi for appointment as the RO without the knowledge of the Dean of Students' Welfare and flashing of the office charge hand-over report through the media that to without consent of MU justify AMSU-DESAM's assertion that the MUSU election process was in violation of the prescribe norms, the joint statement maintained.
Rather than the need for AMSU-DESAM to remind that the MUSU election had not been conducted in accordance to rules and regulations, extensive publication of the matter in state dailies from April 15 till date leaves no room to speculate that the public might still be naive on who is on the wrong side, the bodies observed and expressed that those who manipulated the election process to his/her advantage is also certain to have realised their futile attempt to wrap the entire episode.
Opining that statements of clarification issued through the media by those individuals who had erred or acted to serve interest of the guilty ones testify that the MUSU election was carried out in contravention of prescribed norms, the joint statements issued by presidents LC Santosh and I Jamesbond Mangang of the DESAM and AMSU respectively further affirmed that the MU authorities ordering enquiry on the matter underscores that conspiracy theory in the MUSU presidential election could not be ruled out.
Under such a circumstance including the MU declaration that recognition had not been accorded to the new MUSU office bearers, it would be foolhardy for all concerned to assume that the MUSU election had been conducted in the proper way, they cautioned.
therefore till the matter has been resolved amicably MU authorities should initiate all possible measures to prevent entry of unauthorised person/s to the Students' Home or publish statements in the name of MUSU so as to preserve sanctity of the varsity, the joint statement said.
While demanding that the students' Home be declared a 'restricted area', AMSU-DESAM also called upon the MU authorities to strive for solving the matter at the earliest so as to present the only Central University of the State in a palatable manner ahead of the arrival of the Chancellor Prof PN Shrivastava tomorrow.
Imphal, April 27 : The government’s appointment of an unqualified person as chairman of the Council of Higher Secondary Education Manipur against the rules and regulations could be due to corruption, said A Thoithoi, education secretary of the DESAM.
The statement was given during a press meet held today at the office of DESAM. Thoithoi further added that after the retirement of N Ibobi Singh as chairman of COHSEM, on April 24, 2009 the secretary of education (S) PK Singh passed an order appointing S Gita, additional director, education (S) as chairman. However, she did not have the necessary qualifications according to rules and regulations.
According to the rules the post of chairman should be held by a person who is a director in the directorate of education (U); director in directorate of education (S); principal of a government college for not less than 15 years; reader of selection grade lecturer.
He asked whether the state had no qualified person for the post and said that the newly appointed chairman would be boycotted by the DESAM.
IMPHAL, April 6 : Regarding the incident of assault on the president of the MUSU, a press meet was held at the office of the DESAM today.
In the meet Y Ratankumar, secretary general of the DESAM said it was unfortunate that a student organisation working for a political party and research club based at MU has put charges against the DESAM. The DESAM accept that the act is undemocratic but making a person understand is natural.
And looking at only one side of the assault on the MUSU president and not the wrong works of the president was unacceptable and undemocratic.
Putting a question to SFI, he asked if the act of DESAM was undemocratic why Narayan targeted and hurt the sentiments of DESAM without any instigation.
It was unfortunate for the MU authorities including VC to protest the incident of assault on the MUSU president without condemning the works of Narayan in letting down the image of MU.
The DESAM apologised to the people and specially teachers of MU for disrupting the academic atmosphere and added the incident might not have happened if Narayan worked for the betterment of education and did not play with the sentiments of DESAM.
He also added that if Narayan did not apologise to the DESAM then further action would be taken to make him understand.
Meanwhile, a press statement from Ananda Chongtham, general secretary of the MUSU, said that after the terror attack at the MUSU office, the DESAM is trying to hide their fault by blaming the president of MUSU of throwing tea on the members of DESAM.
The statement further alleged that DESAM tried to break the sit-in protest by making their own drama at Hostel No. 1 which was totally uncalled for and an attempt to divert the issue.
Regarding the selection of professor of physics department, it asked why the DESAM did not interact at that particular time and give any comments.
It asked if it was the fault of the MUSU president that Ashirjit became president of DESAM.
It further added that the past president of MUSU could not bring up the problem of Ashirjit but in the tenure of Narayan he did so and this was a achievement of the MU and MUSU. The DESAM is angry over the bringing up of the fake certificate issue.
It is time to teach a lesson to DESAM that their theory of ‘might is right’ was wrong.
It added that DESAM named their members who carried out the terror attack as ‘heroes’ but such a social title should be given by the public instead of by themselves, it said while asking them to return the spectacles of Narayan, Airtel Data Card (Internet), External HDD 160 GB (Laptop HDD with Caching) and documents of MU and MUSU after which the DESAM would be welcome to bring a solution.
Imphal, Mar 22 : The drive of the All Manipur Students’ Union (AMSU) and the Democratic Students’ Alliance of Manipur (DESAM) for cancellation of private examination centres which includes the Komlathabi High School of Chandel district has irked the Naga Students’ Union, Chandel (NSUC).
The NSUC terms the move of AMSU-DESAM as intrusion into others` jurisdiction in the name of quality education.
The decision of the AMSU-DESAM was published in the March 20th issue of Manipur based local papers wherein the students` bodies asserted that certain private centres were using unfair means in the ongoing Classes X and XII examinations conducted by the state board and council respectively. The NSUC also rubbishes the allegation of AMSU-DESAM that teachers were helping the students in practicing unfair means.
In this regard, the NSUC stated that it has issued instructions to the OC/Invigilators, authorities of the concerned centres and that it was keeping a close vigil for the smooth conduct of the ensuing exams.
The students` body of Chandel district further asserted that the Komlathabi centre falls under its operational area and that any good suggestion from any organisation or individual was much appreciated. It however stated that the move to cancel the centre was unfortunate and uncalled for and asserted that the allegation of invigilators and authorities encouraging the students for mass copying was totally baseless and false. Rather, the NSUC and the invigilators have kept strict vigil everyday and the statement of the AMSU-DESAM is uncalled for and baseless, it added.
While appreciating the two students` bodies for taking up steps in ensuing quality education in the state, the NSUC urged the AMSU-DESAM to refrain from such intrusion in other jurisdiction in the name of quality education.
In this regard, the NSUC asserted that in the event of action being initiated by the board and council of the state against the centre, the NSUC and its federating units will take it as a bias attitude of government for which the government will be held responsible for any untoward incident or accident arising out of it.
Churachandpur, March 20 : Asserting that use of unfair means has been detected in some of the private centre of the ongoing class X and XII examination being conducted by the Manipur Board and the Council respectively, AMSU and DESAM have alleged that invigilators on duty in the examination centres of these private centres instead of stopping are encouraging the students in their malpractices.
Talking to mediapersons after conducting a tour of some private examination centres today, education secretary of DESAM A Thoithoi and secretary organisation of AMSU W Jamenjoy maintained that allotment of private centres has derailed the collective efforts being made by various student bodies and other concerned organisations to ensure free and fair conduct of the examination.
So DESAM and AMSU would take up the issue with the Board and the Council to cancel allotment of private centres.
Revealing the report of their finding, the student leaders informed that use of unfair means in the examination have been detected in private centres like Chaoyaima Higher Secondary School (Thoubal), Komlathabi High School (Chandel) and the private centre at Khangabok.
Among the students appearing in class XII examination from Chaoyaima Higher Secondary School, students with roll no.10991 in room no.11, roll no.10887 and roll no.10886 in room number 8 and roll no.10865 and roll no.10858 in room no.7 were found using unfair means.
At Komlathabi High Schol whre examination for class X is being held, student with rool number 20634 in room no.1, roll number 20720 in room no.3 and student with rool number 6767, 6666 and 6668 in the Khangabok private centre were not notly using unfair means but the invigilators were also giving free hands to the students.
DESAM and AMSU have also announced restriction on use of mobile phones by students upto class XII with effect from today and said any student who were found using mobile phones in defiance of the restriction imposed should be ready to bear with the consequences.
