Churachandpur, August 19 : All Tribal Students' Union Manipur (ATSUM) has urged the Education Minister to declare the conduct of counseling to BE/B Tech/B Arch/B Pharm, etc which was conducted yesterday as null and void.
A representation submitted to the Education Minister by the Education secretary of ATSUM, Kakam Haokip pointed out the unreasonable manner in the allocation of Institution for the tribal.
The ATSUM memorandum contrast the norms followed by the education department and the medical department.
It pointed out that two out of five seats allotted for Manipur in Lady Hardinge Medical College, Delhi are reserved for the STs while the same has not been followed in BE/B Tech/B Arch/B Pharm courses.
The ATSUM representation urged the concerned authority to come out with government order and notification on the same in due course of time.
IMPHAL, Aug 18 : Barely three days after college students submitted a memorandum to the Governor for intervening into the disturbed academic atmosphere due to the prevailing situation, yet All Students’ of the Colleges and Higher Secondaries of Manipur submitted a similar memorandum to the Governor today.
A group of students from GP Women College, Imphal College, Modern College, DM College of Commerce, TG. Higher Secondary School, CC Higher Secondary School and Ram Lal Paul Higher Secondary School, today storm the Governors’ Bungalow to submit memorandum to the Governor however they were later cornered to nearby area and later three representatives of the students were allow to enter the Bungalow for submitting the memorandum.
While speaking to media persons after successfully submitting the memorandum to the Governor, the representatives disclosed that they apprised the Governor to intervene into the disturbed situation of the academic atmosphere of the state due to curfew and continuous imposition of general strike and bands etc. Following which the Governor responded that he was helpless about the bandh and strikes as it was imposed by various civil society organization however assured that he would look into the matter related to the Government like the curfew and other restriction which was causing hindrance in the academic atmosphere to ensure free zone in the atmosphere, said the representatives.
The representatives further revealed that the Governor also assured to take steps in the interest of the students community as education was among the priority list of the Government.
The students body urged the concerned authority who are calling the 36 hour strike from August 18 to 19 August, to relaxed academic atmosphere from the purview of the strike, considering the hardship faced by the students community and also urged to relaxed the later in any of such agitation. In the meantime some students were hurt during the police action however the students admitted that it was there fault as the storm towards the Governors’ bungalow without any prior information.
In the memorandum the students stated that since the incident of deliberate police firing and fake encounter killing on July 23rd which had resulted to the death of an innocent pregnant women and a young citizen and injury to five others with continuous public discontent over trampling over the rule of law by the state authorities, the people of Manipur had been agitating over the issue of Justice to the state in this connection we students’ thereof request you to kindly use your most conscientious to effect the restoration of normalcy and bringing in of justice to the people.
Imphal | July 15 : Democratic Students’ Alliance of Manipur (DESAM) has set July 14 as a deadline to release the five students detained under National Security Act (NSA) in connection with the assassination of Prof Islamuddin, Proctor, Manipur University. Failure to release the five students by the given deadline would lead to the imposition of general strike for 120 hours from July 15. It was stated in a press meet held on Monday at its office at Keishmpat, Imphal West today.
Addressing the press meet, L C Santosh, president of DESAM informed that after the 120-hour general strike if the government does not release the students then they would intensify the agitation. All the government establishments including the offices of the ministers, Members of Legislative Assembly (MLAs) would be boycotted, warned the president. Cautioning the dealers engaged in tent houses, water supply and water tanker, the president further informed to deter from supplying to the ministers, MLAs and all the government establishments. If anyone of them found supplying or hiring then they would be liable for any consequences, asserted the president. If the government is still apathetic despite all such agitations they would declare an emergency in the education department, stated L C Santosh. The president of DESAM further informed that the health department, religeous programmes and education institutions would be exempted during the 120-hour general strike.
Mention may be made that thirteen student leaders were arrested in the aftermath of the murder of the Manipur University professor on charges of being linked with militants. This, despite claimed by a state based militant outfit of its involvement behind the murder of the professor.
The incident brought up much stir and condemnation from student bodies across the state. Earlier, the DESAM had threatened a 120-hour strike should the state government failed to release the student leaders by June 2. However, eight of the thirteen leaders of Democratic Students’ Alliance of Manipur (DESAM) and All Manipur Students’ Union (AMSU) arrested were released on June 2 and therefore they had relaxed the general strike of 120-hour. However, five of the remaining student leaders were booked under National Security Act (NSA) and detained.
IMPHAL: A three-member delegation of the All Manipur Muslim Girl Students' Union will leave for New Delhi on Wednesday to to seek justice for the family of slain Manipur University (MU) proctor Md Islamuddin.
The delegation, which will be headed by the union president M Ruksher Choudhury, will also meet leaders of the All India Muslim Girl Students' Union (AIMGSU) to highlight problems of Muslim girl students in Manipur.
"Besides insisting upon the Central leaders including the prime minister and the home minister to bring justice to the brutal murder of the proctor, we will also meet AIMGSU leaders on separate issues concerning our plight," Ruksher said.
MU vice chancellor C Amuba Singh had a meeting with the university's heads of department and deans on Monday to review the situation arising out of the campus killing.
The underground Kanglei Yawol Kanna Lup (KYKL) has already claimed responsibility for gunning down Md Islamudddin inside the MU campus at Canchipur here on May 25.
With the male hostelites vacating their rooms charging the police commandos of conducting repeated raids at their hostels, MU authorities have postponed the second semester examinations.
The 3rd India Reserve Battalion jawan, Kangjam Dimajit (30) who surrendered to the police in connection with the incident, has been remanded to police custody for a week for further interrogation. A duty magistrate made the order on Sunday.
IMPHAL: The case of the gunning down of Mohammad Islamuddin, an Economics professor in Manipur University, has become complicated with the police claiming that students are involved in the May 25 crime.
Several of them have been arrested and remanded to police custody till Tuesday.
An India Reserve Battalion (IRB) trooper, Kangujam Dimajit, surrendered to the police on May 28 with the confession that he killed the professor.
After being produced before a magistrate on May 31, he was remanded to police custody for seven days.
IMPHAL, May 29 : The Annual Status of Education Report (ASER) 2008 was launched today by the ASER team in Manipur to know if the children are in the schools and learning. It appealed to individuals, organizations, institutions and businesses to join this national effort to create this year’s Annual Status of Education Report (ASER).
The ASER is a unique large scale effort undertaken by citizens of India to understand and to help in improving the status of elementary education in the country. ASER is an annual effort and it will go on until December 2010 the deadline for achieving quality universal elementary education as declared by the government of India.
ASER Manipur 2008 is conducted by the people of Manipur with the help of ASER centre (Assessment Survey Evaluation Research), New Delhi, which is facilitated by PRATHAM. Dedicated volunteers (NGOs, institutes or individuals) carried out the survey in their respective districts last year and all nine districts of the state in 223 villages, 5,232 households and 11,046 (age 3-16 years) children in the state have been covered.
Some of the key findings in ASER 2008 are with 40.3 percent of 3-4 age children, pre-school enrollment in the state is very low. Proper attention should be given to ensure none of the child in that age group are being neglected from the educational privilege. And around 63.7 percent of children (6-14 age) more than half of the children in the state are enrolled in private school, while 2.6 percent of children (age 6-14) are out of school in Manipur. In India as a whole the drop out rate is 4.3 percent for age group 6-14.
Talking to media persons in this regard ASER Research associate Mohit Anand maintained that India has almost 200 million children (age group 6 to 14) living in over 1 million habitats. One of India’s major goals in this decade is to ensure that all thses children are enrolled in school, attending regularly and learning. The government of India has launched Sarva Shiksha Abhiyan - a massive nation wide program to ensure that this happens by 2010. And to support this ambitious plan, since 2004, every Indian citizen pays three percent educational cess towards the universalisation of elementary education in the country.
He further noted that ASER is the largest and uniquely participative household survey on elementary education in India ever done by people outside the government. It is facilitated by Pratham and is executed by local groups in each district. ASER is funded by contributions from institutions and individuals. In 2007 ASER reached over 720,000 children in 16,000 villages in 567 rural districts in India. More than 20,000 volunteers from NGOs, colleges and universities, youth and women groups participated in this effort. Since 2005 each year the entire ASER effort from start to finish takes only 100 days.
As citizens of India every year it is important that we “take stock” and assess how far we have come and how far we still have to go in order to reach the 2010 goals. ASER is the nation-wide effort by citizens to take stock of the situation and plan ahead he said.
Over the last three years ASER has created major national policy impact by bringing the issue of basic learning in the centre of discussions on elementary education. ASER has become an important policy input at the national level. It is referred to in the Planning Commission’s Approach Paper to the 11th Five Year Plan 2007-12. ASER 2006 report was also presented to the Prime Minister.
Imphal, May 24 : The All Colleges Tribal Students Organization Manipur (ACTSOM) expressed its heartiest congratulations to those students who passed the CHSE/CBSE Examination 2009 in flying colours.
Lauding the students on their success, a press release issued by the Information and Publicity Secretary of ACTSOM, Kamei Pourengai Kabui stated that the tribal students have proved that they are leading towards the path of progress in the field of education and development and also wished all the tribal students to be good citizens and a very bright future.
ACTSOM warned all the colleges, institutions of Manipur that the admission procedure should be free and fair according to the Government Reservation norms of tribal quota failing which would be their own responsibility according to the rule and regulation of ACTSOM.
Meanwhile, the statement expressing deep grieve and sorrow over the suspicious murder of Langailu Panmei who was serving as nurse in Vinayak Hospital on May 13 last.
ACTSOM deeply condemned such inhuman murder and appealed to the state Government and the Central Government to take up appropriate measures to protect the students who are staying outside Manipur and also appealed the government to arrest and punish the culprits as soon as possible.
ACTSOM prayed to god for the departed soul to rest in peace and solemn in heaven.
Lastly, ACTSOM appealed to all the concerned Minister and Finance Department to release the PMT scholarship as soon as possible considering the problems faced by the tribal students failing which ACTSOM stated is ready to take up many agitations.

Imphal, May 19 : The Democratic Students Alliance Manipur (DESAM) has cautioned the state government that if the ZEO of Zone II is not taken out from his duty till 20th May then the students union will held several kinds of agitation which will be the responsible of ZEO and the state government.
Talking to media person the education secretary of the students union alleged that the ZEO Imphal East Kh. Amuba is not qualified as ZEO since if a ZEO is appoint then he/she should be regular D.I. incharge for atleast 5 years which he do not have that.
DESAM further maintained that the ZEO has violated the RR and regarding clarification which was made by ZEO that he did not utilized any teachers during their normal duty time, the students union said that it is totally wrong since according to an order from Additional Secretary Education, Department of Manipur, Harekrishnna that every teachers who are teaching in the primary or higher secondary education should start their duty from around 9 am till evening.
So, it is obvious that the teachers who doesn`t work in the morning but in the evening are utilized.
Therefore, the students have asked the government to restricted the said ZEO from Imphal East immediately.
In the meantime the ZEO has already gave clarification which said that the government should decide the rules and regulation under its policy. And further said whether he is qualified or not to appoint as ZEO under RR of the state education (S) department is depend on the policy of the government.
And he had been appointed as DI of the education (S) department when the RR allowing a lecturer can become a DI of the department and by an order of the state government Amu said.
And also the need of participation of the administration of the department by the lecturers for bringing quality education in the state.
Imphal, April 20: Because of the ongoing Operation Summer Storm, schools located in Nongmaikhong and Khordak have been shut down for the last nine days, thereby denying the right to education to more that 1168 children.
In the backdrop of GOC 57 Mountain Division Maj Gen Shakti Gurung's statement that the operation will continue till all insurgents staying in Loktak lake are wiped out, parents are worried whether their children will lose this academic year because of the operation.
Gripped by fear, villagers of the surrounding area of Keibul Lamjao National Park, particularly Nongmaikhong and Khordak have been taking shelter at relief camps opened at Ithai Bazar community hall, Arong Khunjao and Laphupat Tera Khunou along with their children.
Among the people taking shelter at these relief camps are teachers of schools located in Nongmaikhong and Khordak areas.
These schools have been closed since April 11 .
During a visit to some places of Nongmaikhong and Khordak by this reporter, the schools were found locked.
On the other hand, young students staying at the relief camps lamented their misfortune which robbed off their right to education.
One Salam Dhaneshwari of Nongmaikhong Awang Leikai taking refuge at Ithai relief camp said, "I send my children to school to make them qualified ignoring poverty of the family".
"Will such military operations throw all my efforts to educate my children in the air ?" she asked.
There are four schools in Nongmaikhong.
Nongmaikhong Junior High School has classes I to VIII and 235 students.
Emmanuel Grace Academy having the same classes has 330 students.
In all 85 students are currently enrolled in Nongmaikhong Government LP School having classes I to III whereas 97 students are enrolled in Nongmaikhong Girls' Primary Aided School having classes I to V .
There is equal number of schools in Khordak which includes Khordak Government Primary School with 57 students enrolled in classes I to III .
Khordak Public English School has classes I to VI and 164 students.
Khordak Khongbal Aided Junior High School and Eden Garden English School have 100 students each.
One Salam Malemnganba reading in class VIII at Emmanuel Grace Academy said, "I feel sad for not going to school.
With my books left behind at out house, it has been eight days since I stopped studying my books".
"Since my parents are fishermen who have been struggling hard to send me to school, I would like to study properly and join Air Force," the young boy said.
Another Class IV student of Eden Garden English School Naresh said, "We have not been attending classes since as our school has been occupied by army.
Even as they tell us to continue with our classes, none of the students attend school out of fear".
On being asked about what they think of the booming sounds of bomb blast and gun fire, the young students said that they were so terrified and fear that the sounds would haunt them long after the operation.
Notably, the villagers have been demanding an immediate halt to the operation asserting that it threatened their life besides denying the children the right to education.
IMPHAL, Mar 20 : The All Manipur Sudents Union, AMSU, alleged question paper leakage in the ongoing Class XII examinations and also charged the complicity of top officials of the education department.
In a press conference at the AMSU headquarters, publicity secretary of the students body, L Ranendra Singh said that the leaked question was found from a student of Room No.7 of Ideal Girls College who had with him a question paper for mathematics which was to be held on March 20.
He further said most of the parts of the English question paper exam for which was held on February 27 last month was found similar to the English question paper of the half yearly exam conducted by the Ibotonsana Higher Secondery School and for this reason they had even lodged a case in this regard.
He demanded the maths exam be postponed and said that the controller of Exam was an irresponsible officer and asked the concern officers and minister to take action.
He also demanded a probe to find out other persons complicit in the unfolding scandal.
He further said that if the government did not act and rectify things, it would take steps in this regard.
